Moraga is not a native of the Earth that the rest of the Convocation hails from, nor is he a native of that dimension. Or of Primal Earth's. As his history and the links above show, Moraga has a very colorful past on the planet of Pandora, as well as a 'new' past on Twoarth - where, ostensibly, this 'copy of a copy' was made. They're not clones, they're magical or Vortal 'dopplegangers' or perhaps just another dimension's 'version'.
However, this Moraga, like the Carramba High instructor, knows that he isn't 'the original'. This, and perhaps this alone, is why Moraga seems to have 'issues' existing. He has memories of life with his wife Clover, but also those with his newer companion Gresilla Hagen. Eventually, 'this' Moraga will need to come to terms with being here and now.
Aside from any personal quandries or sudden spats of doubt, Moraga seems well-suited to life in Paragon. He is charming and somewhat more of a 'gentleman' than he might have been otherwise, though he's never not going to oggle a pretty woman - and there are a lot of pretty women around Paragon. He dislikes being the center of attention, save perhaps when he's drinking and telling stories. He is actually much more durable in personality than he wants to overtly believe, but convincing him of that will take some time.
His story on Paragon's Earth has essentially just started.

In the gathers that Moraga has visited, he's become friends with a number of people - and almost enemies with others... He has extended the Convocation's open-door policy to include a pair of sisters from another dimension, one of whom, Zarath, he's become quite attached to. Also, somewhere running around in the dorms, is a Psycho that got taken back from his last visit to Pandora...
