SACCADE's location: is technically King's Row, south-west corner just between Industrial Avenue and King Garment Works.

They have a simple but official-looking warehouse and office, connected to Price's repair shop front there, serving as its public facing contact point. Also serving as the secret entrance to their real base of operations deep below the surface under those buildings. It does have connectivity with other locations and bases belonging to their Coalition - their connections to Vahh, Carramba, and a variety of other local-ish super groups allow their members to freely move between this underground base and those others. They also have an assortment of offworld links thanks to Vahh pulling strings for them, and those could lead virtually anywhere in the blink of an eye.

The specific spot shown above, King's Row, is a modest-income industrial portion of Paragon City. Its central location means that a lot of businesses thrive there, and apartment builgdings are common across the entire area. Power production occurs directly next to SACCADE's base of operation, a well-maintained but small power plant. Power lines and towers span out from this point, supplying the many mechanical and industrial complexes in the area. King's Row seems to be reasonably self-sufficient, though one might not want to drink the water in the canals there...

Above, King's Row in its officially known district layout. Quite near the hospital (in green), and south-west of the tram (the brightly white bordered building just right of center and not framed by neighborhood yellow). The whole complex with the exception of the entry structure is underground by around 30 meters, and since the entire area around Paragon City is often hollow and used by Circle of Thorns, it was decided to clear out a lot of those dangerous things and take over what was still there, producing a safer copy of the city's streets down below.

Numbered locations are seen above in their 'view from a flying superhero' angle. All looking centrally toward the area that SACCADE is underneath, the surface features and structures aren't owned by Price, except for the building marked X - though others also do have investments in the area, a lot of the local industry and the apartment building inhabitants on the eastern edge are none the wiser.
