Weight: less than 100lbs *Icarus 'parent' splice as well as treatments while being spliced have significantly reduced her apparent weight and done a lot for her muscularity; like Suzumi she has a compact and strong build

Hair: that's not dye, her hair turned out 'anime blue-black' after splicing and treatments, showing that there are quite a few differences between dimensional Earths... where Suzumi's is often dusty looking, hers is almost always shiny and metallic; straight, slightly spiky, kept short and in cute styles

Eyes: very pale ice blue, the same paleness as Suzumi's only in the ELL blue shade, and much larger than her donor's; intense and almost always wide open, but she does have an epicanthal fold which is evident when she's drowsy

Appearance: tan skin without obvious scars or markings, though yes her knees tend to be a bit rubbed-up bruised for short periods as she's scrambling around in access tunnels or vents; wears bright orange and white Aperture branded gear, though it serves the same purposes as the Icarus garments, and those boots are modified to cushion landings like many installed on other earlier ELLs, they also dampen any footsteps or scuffing she might make; she is a very typically 'cute anime girl' and has taken behavioral hints from old tv shows found scattered around both on the surface and in Rapture

Icarus Processing: yes, as spliced and aged she had some of the first instances of the Icarus-Plasmid mixture, though the effects are Icarus heavy since Suzumi's treatments add to it. It significantly reduces her weight, and adds a strong recovery factor to her body - she never runs out of energy and is hardly ever caught napping, but all she ever needs is just a few minutes to regain her endurance. Her muscularity is dramatically improved, at 3x the strength of a normal person, and her healing factor is around 2x speed so those knees are just knocked around a lot rather than longer term bruising. She isn't a lot faster than normal, but since she rarely takes breaks, it's hard to tell...

Genetic Abilities: As with almost all ELLs she has a strong mechanical affinity, and since Suzumi is also so inclined, she's doubly dosed. She doesn't have true telepathic power, but when a telepath needs to find her, she's right there with bells on (actually with a bit of a high-frequency florescent lightbulb buzzing). She has a very strong understanding of mechanical and electronic devices, almost inherent even without skill downloads, and she can basically glean information about any mechanical object's use and functionality by glancing at it or grazing it with her fingers. This is a minor and specific form of short-term psychometry. Her true powers come in the form of telekinetic and atomic-level manipulation of metals and machinery. She can affect or understand virtually any 'constructed' metals, rather than fresh from the ground ores - anything that has been in some way processed either by Vortal shaping or smelting and hand working. There is a lot of metal in cities, structures, tools... And she understands all of them. From the tiniest pieces of a watch, to the biggest watchtower, Hydell will be able to lay hands on it and sense where any weak points are, reach them by scrambling along metal that all but makes handholds for her, and shore them up by Vortally 'asking it nicely'. She can't really glean much outside information from it, but if they come across pieces of metal she'll be able to pick them up and tell you if they're from a barrel that exploded, the casing of a bomb, or the plumbing that was destroyed. She can affect around 1 pound worth of material no matter its type - if it qualifies as 'metal' it is putty in her hands, and she can fix a great amount of small holes in vents, or create a grid in a solid piece of metal, equally well in moments. This process is extremely fast comparatively speaking, and anyone watching with Vortal eyes may be blinded by its intense focus while others may see a blur that reforms into its final shape. She does need to be in proximity or touching this metal, less than 2 meters away. The only time you'll see her actually sleeping is if she's had to work on very large structural pieces or metals that aren't from a version of Earth - she can work on Combine pieces but it does tire her out much more than her local materials.
Skills or Profession: Repairs Are Her! She will eagerly tackle any job at any height, depth, or locale as long as there's a way to reach it and she can still breathe. She does concentrate much more heavily on repairing what's there, than creating new items, she doesn't lack creativity but there's just so much ruin why bother? When the building is right there in pieces? Put it back together! She does enjoy scrounging around old workshops, areas where others can't reach but she can just somehow wiggle her way into a room that no one's been in for 20 years, coming out with a backpack full of now-useful tools or items. Her navigational skills are unique, in that she does understand that other people can't follow where she goes, unless they have some amazing power to filter through solids (which let's face it some people do) so her directions might be confusing. People have just stopped even asking, though she has detailed blueprints of some of their locations (Black Mesa, North Aperture, and Rapture in particular) which she's been drawing up as she explores them. These will certainly come back into use but it will be a while before some of the locations in them will be accessable by normal means.
Personality: Eager, attentive to the point of hyperfocus, and always a bit jittery. She wants to be doing things, touching things, manipulating metals, and examining machinery, and will do so if you don't hold her attention long enough...
Events or History: As part of the experimental Icarus-Plasmid mixture was being developed when Suzumi showed back up from a jaunt through Xen, Mel and Rhea decided to ask if they could possibly please tap the potential that young woman had, and she agreed. Along with several other specifically-made multidimensional ELLs, Hydell is very well suited to her work at the facilities - with dorms in all three main locations and quick access to each of them via their teleport devices (which she helps maintain) Hydell bumped shoulders with quite a few scientists, engineers, and refugees over the last couple years. And then bumped into the dragons!

Powers: Winged Flight, Khebaka uses his wings mainly to scamper up and down sheer surfaces and hold on around poles or smaller things using them almost as another set of paws, and to glide down without harm from higher areas; that's not saying he can't just up and flap away, he just perfers not to fly too much, as it wears him out; he prefers scooting along the same narrow areas as Hydell, and can reach the tops of Spheres or the bottom of a pit more easily with them tucked or as balance added with his telekinetic power
Telepathy, his mind is clear, but glittery, like a handful of cut diamonds hit with light
Telekinesis, quite strongly able to lift and move small items around, and uses his power to 'cling' to vertical or even inverted surfaces, uses it also to 'propel' himself along a flat or gentle incline so he can be very speedy; can feel overall texture differences in the items he lifts and touches in this manner, and once he knows what one of them is supposed to feel like, he can filter very quickly through a pile of similar items for just the right pair (he can in fact find the needle in a haystack!). He can lift around 30 lbs of materials at once, often a lumpy mass of little cast off parts or rubble, and leave what he doesn't need in a scattered trail behind him as the pile dwindles to 'what he actually wanted to find'
Gem Enchantment, though not really 'enchanting' on this world, he can purify and refine crystaline forms and with a bit of education or assistance has helped focus telescopes and microscopes alike, cleaning and strengthening the lens. As long as he has access to enough material nearby, he actively has been replacing broken glass with thin clear crystals - usually quartz since there's a lot of that around, but also just straight up diamonds if they're at hand. He does a lot of work with very tiny pieces such as laser crystals and clockwork balancing gems, but he is very, very interested in these Xenian crystal things. They are already magical aren't they!

Other Info: (from description by Ktrenal) Chavan dragons originate from the Chavan Mountains in the Spectral Wilds. They are fairly small, but long and low-slung, generally only 3-5’ feet at the shoulder and 20-35’ long. Covered with thick, curly fur, Chavan dragons have marbled, cloudy markings. Bright colours are most common, but pastels, light, and dark colours are not unusual, and there are no ranking differences between the colours. With their exceptional telekinetic ability, combined with the ability to create and enchant gemstones, Chavan dragons often specialise in the making of jewellery and charms, but it’s not uncommon for one to pursue a career in smithing, toolmaking, or – in contrast – take a more shamanistic role. While not necessarily highly social, Chavan dragons value a sense of belonging in their community, and seek to contribute however they can, though this doesn’t guarantee benevolent intent: Chavan dragons have as diverse personalities as any other sentient being. Chavan dragons are mammalian, and therefore reproduce in litters of 5-10 pups, which are raised by both parents until they’re old enough to be fostered or sponsored by a neighbouring family or community.
