On another dimension, a teenage orphan was kidnapped and killed to be pushed into the Void and become its envoy, he's sick of that shit, and now entertains himself here; he still has a strong connection to the Void and can 'see forever' through it
His own, don't even start to guess at them
The Void is endless and strange, use the powers he can grant with care; he tends to float, be spooky, and uses hallucinations and dreams as well as outright moving people into the Void to talk with them, he also is a bit of a peeping tom and can see your mind
He has observed more than most, and has magic to grant others a link to the Void; with that said he's a hero at times in Paragon City, and can discern those with innocent hearts as well as evil in them - choosing one over the other
Levi has no name any longer, it was ripped out from him in the ritual that made a boy into the Outsider; he's very, very angry about that, and rather lonely which is why he's reached out as he has recently to both Paragon City and Lane in specific
Anyone with the Outsider's Mark on their hand can claim to be a 'sidekick' to his whim, as he doesn't give this mark to just anyone; he is Mentoring a pair of Protectors, Mindsmoke and Shattersky, and has a lot of interest in seeing what they'll do with this Void connection
Let's face it, he is a wimp, and he knows it; if he'd been allowed to grow up normally he'd have been a street runner, not a brute
His power and strength come from the Void itself, which is endless, so let's say his endurance doesn't end either; he cheats, why run when you can teleport and fly?
He's not really known for any particular feats of crafting, but he isn't a daft clod either
He will get into places you don't know how, and occasionally he's just gonna float upside down or wherever he likes; he doesn't do the splits or anything fancy
Though highly intelligent, his 'profession' has limited his ability to really exercise this until recently
As the Void, he sees all, he sees into every mind and heart and knows a lot about everything; putting that to good use is another thing entirely
Everyone wants to know him, but who gets to know him? He's a mystery, not The Mystery... Also, the Abbey is dead set against him, it's all about him...
There are those who have glimpsed this handsome young man in their dreams, and most would pursue him for another look, and another
He is elegantly able to unnerve, that's because the entire Void is behind his black eyes, and the entire Void is terrifying to behold
It's not that he is a coward... it's that he was too patient, too willing to wait it out, and got burned by that; now he is coming out of that shell, and trying new tricks
He is literally the Void's conduit, thus his power is absolutely endless

Levi has patience, but in the modern Twoarth era he knows he'll have to be a bit more aggressive and get himself working He is not good nor evil, but he does certainly tend toward supporting good folks much more than those who cause trouble; Levi is very much an agent of chaos, however, but he appreciates the efforts that those seeking order will go through to reach it He got really, really stiffed by people who drew him in as a teenager all those centuries ago, and he's never forgotten how nasty people can be because he can see their hearts; He's still waiting for people to be better to one another, this all might help

Colors: belly from neck to mid-tail, behind limbs nebula-tan with tiny star dots; main body from face to tail, limbs and wing arms rich velvet purple; mid armor on face, neck, body and tail speckled heavily with tiny white nebula, less dense on back scales; armor on limbs and face velvet black; wingsails nebula tan with black and brighter orange, speckled with bright white; dorsal spine ridge and inset markings bright orange, horns and claws muted purple; tongue muted dusty purple, eyes bright blue
Features: Nightwing, pretty standard, though he is gifted with the 'teardrop' shaped markings typical to those with exceptional Vortal power; also he's pretty large for a Nightwing
Powers: Winged Flight, Shrine soars like a spark on the wind, like a shooting star in the night sky, like sparks from a power line. Though he looks dark and velvety, when he flies, he literally does glow and it's all the tiny points of light on his scales that cause this. Any form of light will reflect on the brightest bits, and is soaked in by the dark armor; visually this gives him the advantage, he can speed along or leisurely flap, either way he is uninterrupted and can simply vanish in a stream of bright sparks or stall to a halt and switch directions at whim
Teleportation and Void Travel, because he is gifted by the Outsider with these abilities, Shrine has quickly learned how to take advantage of the magic flowing between them. He can teleport which is something most dragons from his world cannot do. This is limited only by whether he's seen the spot he wishes to arrive, and that's likely why he spends hours on end flying low and slow or vastly high up looking at the panorama below: all those places, those are now 'seen'. He can also tap directly into the Void, coming and going to his friend's domain at will, though he does show up within eyeshot of the Outsider every time, not picking and choosing because the Void "is not a place", and doesn't have a consistent 'form' to land on
`Communication, Shrine relays what he hears and sees to Levi, and sometimes speaks for him to those in need. He can speak in whatever language is needed, beyond Draconic, English, and some amount of Pandyssian. He spent time there, as well as numerous other worlds connected, and can speak briefly in languages he's never even heard. Lane may have taught him some of this, or at least impressed upon them how important it is to be understood. He doesn't necessarily retain those languages, but when Levi is speaking, it's whatever is needed at all. He also has an intimate magical connection to Levi, by virtue of that Mark that is borne somewhere on the dragon's scales (he's not saying where), and can alert him to any local distress or prayers that people are doing - not that Levi usually answers them, since most of the time they're either spurious or insane, but sometimes they are true and heartfelt
Spark Breath, rather than a fire breathing dragon, Shrine can hiss out bright sparkles, either ones which blind and dazzle, or those which can catch gasses and flammable objects on fire, usually preferring the former. He can create lights similar to the stars on his wings and shimmers on his body, leaving observers to wonder whether they actually saw him or just an illusion

Parentage: Unknown full Nightwings, not likely in the Rookery, but he was hatched on their old world and was a flightless youth when he found the portal leading to the Rookery; Since there is a strong connection between said Rookery and Twoarth's CHS, it's absolutely possible that Shrine hooked up with some icewing along the way, because this set of colors seem very similar to at least one Hive-Ice hybrid by the name Heresy

Other Info: This dragon speaks in careful, deep tones, and though large and somewhat terrifying to behold, he is very kind hearted and would much rather help dragons, humanoids, whoever else comes along, than attack or rough them up; he does know the value of fright and fear, though, and has no trouble bellowing and spewing out hot sparks toward the Overseers and other such dangerous people - those who mean to harm his rider or his chosen, they will regret messing with him...
