Physical Features: Hathian-Whorling, with four legs the front two having wing struts, long sharp claws, very long bare tail, long angular face with eye armor blending into neck fins, a fluffy mane, shoulder armor with similar fins; their mane can stand up if needed; Bonding is not required; sponsorships are likely, multibonding/pack is preferred, and non-human partners are likely

Abilities: Winged Flight, as a dragon goes he is very good with long distance and difficult conditions, though he does prefer to take breaks while flying just to make sure he doesn't have any injuries creeping up. In his full size he is able to lift quite a bit of weight, though it must be distributed in strapped harnesses, or otherwise if people are there, clinging to his mane or shoulder armor; he is quite careful while flying with people or goods, but then he does try and just fly 'straight' ahead, if that means going up or down in altitude he can gently angle himself, but he's not one for fancy tricks. As a biped in his upright form, he can actually fly pretty well, and looks a lot like a gigantic bat, though he then cannot carry much beyond a backpack or pouch properly arranged on him
Local (6) and Electric (5) Teleport, his clutch mates have an interesting twist on long distance and localized teleportation. While he can teleport up to 2 miles with ease on-site only, he can also effectively tap into any electric source provided it has a physical connection - a power line, series of cords and wiring, etc - and wind up anywhere along that continuous stretch of electric conductivity. This is best done along very hefty, heavy duty lines, rather than just 'your phone charger' because anything less than 'can power a house or bus independently' will likely melt on arrival. That said, he can go through your phone. He cannot do this wirelessly. Also he cannot take things along on the electric port, but can carry a rider or gear while flying as a dragon, and teleporting. It is his skill with this power that leads to his name being quite apt!
Communication, Telepathy (6) and Sonic Manipulation (6); if he must communicate with other sentient life, he can do that telepathically up to 50 miles away, easily identifying another telepath's mind, and around 10 miles to non-telepaths. However, like most of his siblings he is apt to also warble and sing, hum and whistle, using a very musical voice, or perhaps it's magic. He cannot necessarily 'speak in english', but can emulate it at least as well as a highly skilled cockatoo, though all of his words tend to be aided by a lot of other sounds and if he can get away without words he will do so with a chorus of crickets, parrot squawks, car horns, and a mass of sound effects. He also just has 'dragon' voices, and is very good with emulating any given dragon nearby, in tone and volume if not specific 'words'. This sonic manipulation allows him to also blot out noises, create silence or deafening roars, and modify specific sounds to be heard at greater distance or directly by a person in line of sight rather than everyone around them. He can use this power in conjunction with other team mates abilities, to reduce the din in an explosion, or to clear the air of noise so that one person can direct others more easily.
Mental Stun (5) if he needs to briefly put any living creature with a brain and a mind into a trance, he can do this at close range, individually, or an area of effect for a group. This stun is connected to his electric abilities, and feels 'tingly and then you wake up in a triage tent'. While the individuals don't necessarily pass out, they cannot respond and don't usually remember what has happened in the meantime. This effect lasts about 2 minutes, slightly less for groups affected at once up to 6 humanoids or 2 dragons of his size. It's usually enough for others to pick them up, carry them to safety, and get them where they can be helped, or out of harms way without them reacting badly or attempting to flee
Shapeshift (5), to his above form only, this shape effectively makes him a rather tall 'bat armed' person. He may use this power frequently enough that people on the streets recognize him, occasionally asking for an autograph particularly if it's after an 'event'. He must still 'speak' using his emulation even in this form.
Acid (6) and Sleep (4) Breath Weapons; he refrains from spitting super-effective acid on anything except non-living materials. He can use the Sleep Breath against particularly resistant mentalists. The sleep breath can be focused on a narrow area in a cone, but it will definitely affect anything that breathes it deeply; this mist goes inert after a few moments in the air, so it's generally safe to walk through an area he's done this to shortly after everyone slumps to the floor. Simple gas masks and heavy-duty conventional face masks can mitigate the effects unless he really means you need to sleep right now, pal... Even a face masked person will feel woozy and light headed for about half an hour; sleep-affected persons will remain soundly and dreamlessly asleep for at least that amount of time, and groggy for another half hour
Computer Manipulation (4), Electric Eel can 'read' computer data that is stored on any actively powered computer (it doesn't have to be 'on', merely not a dead-in-the-box drive), and to a degree can intercept wireless signals up close to their receiver or transmitter. He can alter and write that data at will, it simply transfers what he needs it to do into 'it does that now'. Yes he can play DOOM on your tamagochi.

* They reside in Talon City, where one of the Alabaster structures exists and where a number of Sangers tend to hang out, tweaking the local 'dragon dimension collection plate' portal.

* While Electric Eel is definitely on the more 'heroic' side of things there, his sponsor is slightly less so. She does 'know' the difference between good and evil, law and chaos, she just apparently chooses her own winding path among them for best effect. Whatever keeps her reasonably secure, and not being glared at or even cheered for - those spotlights don't suit her.

* They have become part of a team for superheroic damage mitigation around the city and others nearby. Apparently in the last 20 or so years, after Carramba's swift gain of nexus born inhabitants and dragons, it seems that the whole vigilante-rogue-heroic scale is in full force now, and that includes the presence of bomb-throwing mustache-twirling villains, broad-chested and teeth-glinting heroes, as well as a wide variety of smaller time players. This has in fact caused chaos at times, but this pair and their friends are able to work emergency services that the other dragon-riding Fire Department and other teams cannot. They are definitely associated with the Talon City Emergency Services roster however, and will not hesitate (well, yes, Zariu absolutely will hesitate) to help lend their strengths and powers to keep people safe and sound.

* That said, Zariu ... has thought about the occasional romp through a secure location or picking up folks just to plop them into the ocean nearby. If only she could convince Electric Eel to breathe a little sleepy mist on that group over there, let's just see what happens, right? (He has resisted this, he's a fair bit more actively heroic...)

Abilities: Winged Flight - Zariu is positively amazing in the air, and more importantly to her, silent. She knows that sometimes wings like her mother's clatter and whirr, but hers are notably quiet even at full speed; this may be because of the fur on their arms, but also might be aided by her telekinesis. She uses her lower wings to make subtle adjustments, while the upper and larger pair are busy with powering her along. She is a super fancy flier, but rarely does any stunts while anyone can watch
Verbal Speech, Telepathy* - a quiet, hissing voice, echoed in her mental tone as well, Zariu might have things to say, but would be hard pressed to speak or even think loudly without good cause. She can receive telepathic thoughts easily, but her mind is cushioned seemingly by that cloud of fluff on her body and ears, at least that's what it 'feels like' to speak to her or listen in for her thoughts. Like muffling speech into a thick plush pillow
Telekinesis* - gifted with a strong but short range power, she uses this to aid her flight. From keeping the noise of her wings to an incredible minimium, to strengthening the push of her directional wings, she can all but dodge raindrops in a storm while in flight. She can use this power while on the ground, and particularly while in humanoid form, to lift small items up to about 40 lbs worth, turn them around, and occasionally fling them at things to attract their attention. She can lift this amount at around 10 meters, but beyond that she either cannot lift, or can't control easily enough, so she concentrates on up close use
Filter Radioactivity, this power is exceptionally handy while being tapped for hazardous cleanup duties. In cities where heroics and villainy are commonplace, it is also common that hazardous or radioactive waste or even bombs may be in play. She can shield others from the effects of radiation, including xrays and bio-organic sources such as... well, other heroes... and seems to have no ill-effects from radiation linger around her once she's done with it. This is a concentrated magical effort on her part, but she doesn't need to really worry about it going off - radiation pings her senses somehow and she is quite well tuned to 'gobbling it up' when it's around. She has yet to apologize to the local power commission for having accidentally eaten three days worth of nuclear power when taking a tour...
Paralysis Toxin + Venomous Bite, available while she is in a form that still has both the sharp teeth and spiked tail tips; either of these can be incredibly dangerous if thrown around, as small or delicate people or creatures might get hit by the paralysis and it could very well kill a weakened or very small person. Her venom as a dragon is very deadly, but does take just long enough to get working that an antidote can be administered. Typically she would hunt using a combination of those two effects - slapping something with her toxin ridden tail spikes, and then chomping onto it with a deadly bite to finish it off. She does hunt off-world, as Alabaster has that portal for such things. In the middle of a big city like Talon, there is little room for big prey animals...
Shapeshifting (Dragon-Human Spectrum), as shown, Zariu comes with a 'very attractive' humanoid form which retains quite a bit of her draconic features. While she could definitely reduce the 'extras', it seems like Twoarth is a good place to have all of them and more. She can speak and perform normal humanoid-tasks in this shape though her voice is exactly as it normally sounds otherwise.
Psionics* - an umbrella term for her mental abilities, which include telepathy and telekinesis; some members of her family have teleportation, she lacks this feature entirely and still isn't sure how she even got to Twoarth.
