Weight: 170, a bit of a 'dad bod', though he's still fit he much prefers the security of not having to literally run from things down in Rapture, and will probably fill out those detective duds over time

Hair: Black, kept short, pattern baldness on back of head so he's fine with the hat

Eyes: Dark steel grey-blue to hazel grey, seems to change with mood or lighting, under expressive heavy brows

Appearance: Fair skin with a number of small blemishes and some scarring from escapes, light facial hair that he keeps well shaved; he's a New Yorker through and through - whatever that means, he was still only a pre-teen when the Combine arrived and his family was shuffled around, but he's adopted a stronger accent now that they're down in Rapture and he's had time to 'research' some inhabitants audio logs and watch movies there; dresses as shown: he found plenty of clothes that he absolutely loves, and goes 'sleuthing' around the place

Genetic Abilities: none known, but it's possible he has some kind of Vortal connection, because Boxy tolerates him and they share quite a few weird secrets from the Outlands - not the least of which is that they were hand-picked by that world's Keenan to wait for orders...

Skills or Profession: Since he effectively grew up being shuffled from City to City, and under the Combine rule on the Rookery world, Joe knows how to appraise a situation, look for an out, and scramble around in the ruins like nobody's business. He's exceptionally good at finding hiding places, though they tend to be short-term solutions. He's rarely stayed in one place more than a few weeks at a time, so being down in Rapture has been a new experience he really enjoys - and he has put his exploration skills to the test here. When he spots a place that is either good for renovation, or needing to be shored up, he will contact the others and get the right folks on it. Between him and Boxy the Vort, they are effectively the 'greeting party' for the incoming people to the place - few though that might be - and route folks to where they're most likely to be put to work.
Personality: Joe is good with people, in small amounts. He often sounds a bit curt, but he's genuine and warm hearted overall. When he makes a friend, it's for life. When he makes an enemy... well, we all know how that goes. (No, Joe, we don't, because you haven't made any enemies.) ((Yet!)) (((*eyeroll*)))
Events or History: He did have a girlfriend who came from New York with him and his family, but over time, they were all separated, and he knows better than to think that any of them are still alive. He thinks that his extended family may have wound up near Seattle but he heard ... bad things... about that City. He is among the few Humans who knew (Rookery) Keenan Lane, though he's never stated - even to Boxy - what their 'deal' was that he made. 'In exchange for your... services...' could be anything.

Colors: Body including horns, claws, and spikes from nose to tail is mostly white, with generous spots of steel-green on head, back/wing shoulders and fingers, and smaller along tail, edges of green are faded sea-mint, all areas spotted with brighter ice white splatter; wingsails and spine webbing are mostly minty sea-green with slightly lighter mottling in stripes, but also with bright icy white and deep pine-steel green splatter marks; body and face biolume patches often vibrantly reflective mint green; eyes light yellow
Features: Ice-Seawing Hybrid, Ice dominant; four strong legs with extremely sharp long curved claws 5 on fore, 4 plus heel claw hind; two leathery wings with 4 visible fingers, extremely strong wrist thumb, and elbow strut, all with extremely powerful long claws; body is heavily scaled with strong armor on limbs, neck, back, and along tail; head is boxy and armored on top, external ears, jaw points, two conical back-pointing horns, and a set of very sharp spikes clustered on top of neck, down body these heavy spikes get thinner and have webbing; tail tip has cluster of sharp spikes; body and face have reflective and color-flashing bioluminescent patches
Powers: Winged Flight, Sleuth is a good swimmer and excellent flier, for short distances in the air; He typically uses those huge wings under water, but can do aerial tricks even in the heaviest fog or snowstorm above. He's strong enough to carry things in the air, preferring to tow them under water when needed. He really does enjoy having Joe with him, and more wishes that the little human would be able to survive outside, they don't get the chance to fly around together nearly enough.
Swimming and Water/Ice tolerance, Sleuth being half-Seawing is able to move through water with ease, though he cannot hold his breath as long as his sister can. He doesn't have gills, but he does move extremely quick in a straight line, given a good push and wing beat under the water. He can survive easily in extremely cold water, as well, so he does visit the Borealis site frequently on his trips above. His claws are definitely geared toward the ice and hard rending work, and he relishes being able to do that in Rapture's outskirts. He has torn away a lot of those valuable pieces which others tow off.
Icy Brine Breath, being half-Icewing, he has the ability to produce an extremely cold beam of slushy water, which buffets under the water, or coats things to instantly freeze or immobilize targets above. It's not instantly lethal, and is shorter range above (less than 30 meters accuracy) but does a great job of making metals brittle enough to break, below.
Verbal and Visual Communication, Sleuth is learning more and more English, and can decode Vortigese but not really speak it well. He's adept at several dialects of Draconic though. He can produce bright and colorful displays with the few spots of luminescence he has, using them to add more meaning to his words, or express frustration particularly with the spots on his face, they act a lot like the Vort's eyes, in that regard, and he likes 'sharing secrets' with them that way.

Other Info: Sleuth is a fundamentally pleasant dragon to be around, but he does occasionally want to see some action with the Combine. The security of the undersea city they guard is essential, he knows this, but ... up there, is adventure! He seems occasionally frustrated, and would also love to be able to sneak around with Joe and Boxy a bit more. Maybe above ground, when things are more settled, they'll go explore.
