Powers Magic Use - art based warding, scrying, protective spells - Petal was always interested in all the pretty lines and drawings that her father used, and was able to see them floating around on the walls or surfaces wherever he'd inscribed them. Her ability to see and manipulate them was apparent early on, so he concentrated on instructing her how to interpret, draw, and enchant using glyphs and images; she can inscribe a tremendous amount of magic into even small areas, almost like a 3D print of a spell (in fact, exactly like a 3D print of spells); these tend to be of moderate strength but long lasting, strong enough to ward away small animals or minor threats, and durable enough to slow down bigger ones until someone else can take care of the problem.
Teleportation (to locations known), a naturally occurring effect of being a Color Guard kid, with little rest needed between moves. However she can only do about five or six at most in a row before she does need to recover. These can be to virtually any on-dimension location, she must rely on Pelta to travel offworld. Generally speaking she has teleport points in her dorm, the Caffetorium, the Dragonry entrance, and the beach. Other spots will eventually be located in the Rookery's dimension, and include the standard 'her suite in the Sphere, Rookery dorm, Rapture, Borealis', but some more private spots too.
Healing, using both magical and her own innate Vortal power, Petal can produce a strong magical healing wave that helps fix minor to moderate injuries in a large number of people nearby. This healing does tire her out based on how severe the injuries are, and how many people require healing, so she tends to do a bit of triage before working up the magic. Her self-only Vortal heal is able to help her get through bruises and sprains, some amount of exhaustion, and the like, but isn't as strong as the Magical version, and she cannot use that one on herself. However, the Vortal heals require no concentration or prep time, she is either healing from something, or it's too much for it to handle.
Shielding, her mother's powerful Vortal bubble shows up in Petal as well, a faintly visible pink-shaded dome or shield-shape that she can manipulate. It can be cast closely around herself, but also she can 'wrap' it around larger groups, or even the dragon to a small extent - she can easily deflect bullets or hailstones, small items like dust and debris from explosions, and that kind of thing, but not heat or cold, electrical energy, or those sorts of damage types. The shield has a maximum size of about 10 meters across in a dome, 5 meters across in a sphere, or, effectively, a thin covering over her dragon's head and upper neck and nothing else. If it's required for long durations, it may start to fizzle. She can move it at will, but it must be contiguous, so she cannot put up three smaller shields, it has to be one piece.

He'd been patient, and observant, and handsome... Lilac wanted to bring Piers Hoarfrost home with her, the moment she saw him. Of course, she couldn't do that, but still. She spoke with him as their dragons similarly chatted each other up (though there would be no mingling of these genes, a six-winged size-shifting black dragon and her little Pernese green? not a chance!) about her and her sisters' predicament.

And though Piers was concerned about the difficulties of bringing children up in a world as damaged as hers, he had to admit that the idea of having powerful, magical - or was it Vortal - children helping to renovate that world filled him with pride. So it was that Petal was born - not his first child, not their last either. She was not aged until she was a toddler, which allowed her parents to enjoy having her around... and get busy on their next.

Petal, from an early age, picked up language and meaning, artistic talents and magical ones mixing freely. Soon it was apparent that she'd need a little guidance that Lilac couldn't really offer: she was a mage, after all, and Lilac's family were Vortal. She'd be able to help when the time came, but for the early years and after she was aged into high school, Petal spent as much time with her father as she did with her mother and aunties.

Though she is the first to admit that 'magic' is hard on their world, and Vortal powers flow much more easily, Petal is still able to coax wards and spells out of the drawings and lines that she lays on the ruins. In order to best protect places, she makes sure to have access to those who would attack it - a little bit of bullsquid spit, a houndeye's claw, headcrab meat, and more importantly, the Combine's electronic homing beacons. Found almost everywhere, the Scanners that are supposed to send images back to Overwatch, work exactly the opposite when in the hands of this adept young mage. Anything connected to a bit of Combine electronics is targeted as 'bad' to her wards. (Note that if she were to visit the Repurposed Earth dimension, those wards would work much better - Alma's crazed followers inscribed arcane symbols and manipulated ghosts, magic sort of almost works there.)

She's still learning, though, still young and slightly less carefree than many other girls her age at Carramba. But then, she's got the weight of several worlds on her shoulders - her father is the President of the United States on his dimension, and her mother's side... well, plenty odd over that direction.

When Petal was old enough, around Rookery Year 5 or so, was when the Hallowed Silk project was started by Melissa and Baeris. For a chance to have his dragon breed to an equitably sized partner? Piers was pretty enthusiastic, or maybe that was Ceda... When those eggs were hatching, she was on hand and happy to help Pelta get his first meal. They both attend Carramba until graduation around RY8, at which point Petal heads over to the North Aperture facility. She does travel to other locations with Pelta to set up wards and collect local goods to enchant, but they reside in Shaft 9/Sphere 7 having moved down from her mother's location up at the top of that Shaft. The openings to the main Deep areas below allow Pelta to fly a bit but he will generally exit first and wait for her to catch up when they're on the move.

Powers: Winged Flight, he has three sets of large wings, and he's not afraid to use them. He does a lot more gliding than outright flapping, however, and can simply stir up a bit of a breeze under himself with one or another wing... and spells. Pelta will spend hours while his bond is busy, slowly circling over the school, or moving to the beach and spotting people in need in the ocean. Pretty clearly he can carry quite a bit, and for extensive travel he has some harnesses and carrying saddles for multiple humanoids to sit on while he flies.
Teleport and Travel Spells, he is strong with teleportation, an unusual habit he's picked up is to port into the sky rather than flap to take off. Petal suggests this is a lazy habit, but then again he does cannonballs into the ocean from half a mile up, so... eh. He can also orchestrate magical transportation methods, opening portals to specific locations. He can speed himself up, and while doing so anything with him seems to be protected within a sort of magical shield. Thus, a cannon ball into the ocean from half a mile up sped into an actual metor... bewm!
Telepathy, Verbal Communication, Pelta has a sleek and musical mental voice, which he can use to seek out other telepaths and Vortally powered minds. He has no limit to how far away Petal can be for this to work, however it does require her to be on the same dimension. Other minds must be within about half a mile to be detected, though he's been told that his mind is quite fun to locate by others at greater distances as it seems to have a 'tune' coming from it at all times. His verbal communication skills are also very strong, and he does have a decent enough singing voice, though since he's so big that may be problematic, for the volume levels. He is young, so his knowledge is still limited, but then that's why he's at Carramba with his human!
Spirit Spells, Tameji will have to teach him a bit more of how to deal with this, as he's still not skilled enough to call himself a real Enchanter. He can sense spirits around himself, but that's about it. Eventually he will be able to manipulate them and even summon minor spirits to do his bidding.
Size Magic Item, because he is pretty large he has an enchanted item that allows him to shift into a much smaller version of himself, still quite long at about 20 feet, but that means he can slink around the halls of both Carramba and North Aperture without destroying property.

Other Info: Pelta is a little more happy-go-lucky than his human friend. He does seem to take after Ceda a little more than his mother, and certainly enjoys spending time with both of his parents - as well as their human bonds. He and Petal bonded when he was fresh out of the shell, no further ceremony or waiting was needed, likely due to his half-Danachian blood.
