Powers Pause Person Rose can use an intersting Vortal effect causing a living creature (up to about 500lbs, but not much more) or several smaller ones (up to about 100 lbs total) to 'freeze' in place. They are able to sense and breathe, their bodily functions don't completely cease and they're actually just 'fine', but they cannot move and are in a state of mental dullness. Exceptionally strong Vortal entities can easily break through this effect, but normal people or animal life cannot; highly intelligent people or Vortal ones which don't break out will remember bits and pieces from their time on hold, while others cannot recall. She can do this only within close range (less than 20 meters) and the effects last for about an hour without concentration. With concentration, however, she can keep someone on hold for days, refreshing them after having to rest or being distracted. At distraction, the victim might stand a chance of waking.
Alter / Create Visuals (electronics) though this power mainly occurs through video feed or electronic outputs, she can force any image to change to her will, or even show up where there isn't any power (such as on a broken television, or an unpowered monitor). She cannot create audio, but can easily transmit motion images, stills, emergency color flashes, or text where people will notice it. Or, not notice: she can also remove feed, alter information seen on-screen (but not the info itself at its source), or visually change what people look like through security cameras. She can do this at a range of up to 2km, farther with familiarity or with a view specific to that item; or close up can affect a large number of screens or items with ease.

Colors: base brilliant white that sparkles a bit, belly armor uniformly white; body accent scales from face to tail fade from carnation pink to dusty mauve; dorsal armor from nose to tail grades from medium purple to carnation pink and back; wingsails brilliant pink-fuchsia through medium purple, all speckled with large and tiny white dots; dorsal webbing very bright fuchsia with medium white dots; spikes and claws dusty rose pink; eyes vibrant red-pink
Features: Leaf-Icewing Hybrid, leaf dominant, notable Icewing features - neck, back, tail spikes without webbing are much sharper than a Leafwing's; also cold tolerance and coloration; all else are Leaf
Powers: Winged Flight, Raster flies strongly but erratically, not as much as a Silkwing might, but it's because his wing beats propel him quite rapidly and then he slows equally sudden. He is good in wind or difficult conditions such as bad weather, smoke, or fog. He's also pretty strong and can carry decent weight, but hopefully it won't be breakable because it will be jostled around.
Communication, Raster speaks in a quick, clipped high voice, almost like radio chatter or static, but he makes himself clear with ease. His voice can almost sound like cracking ice or shattering glass.
Cold Tolerance, Ice Formation, Raster can wade into deep snow or extremely cold water with no issue, flying in bitter cold snow or sleet, and can maintain footing on slick ice or fast moving water. He can also drop the ambient temperature of a location rapidly, almost like a pulse from himself, which can extinguish small flames and freeze any liquid that's exposed. This can be done in a sphere up to 20 meter radius from himself, as well as a smaller 10 meter wide sphere at distances up to 100 meters away. He can super-freeze air and rain while he's flying, and it drops as a dangerously pointy mass. He must recharge after doing this a few times, so he doesn't waste much effort unless there's good reason. Otherwise he can chill a computer room nicely, and will certainly be keeping processing locations under a nice even temperature.
Reflectivity, though not a true Leafwing 'solar power-up', his white body scales (not belly armor) are super-reflective, and bounce not only light, but radiation. This is a form of insulation, as he feels a normal warm-to-touch most of the time (unless he's cast chill into the air). In very bright light, he's quite hard to look at directly.

Other Info: He might be able to use that insanely sharp voice as a sonic attack, but needs practice before he just bursts everyone's eardrums. He enjoys all the technology that Rose and her 'mother' Rachel work on, and is looking forward to having access to dragon-sized equipment down in one of the Testing Shafts at Aperture some day.
