SACCADE's purpose: to eliminate threats to Paragon City, and the world at large, by any means necessary. Saccade is a group dedicated to performing the tasks that others might not want to admit must be done. Cleaning up the world, ridding it of undesirable elements, and protecting innocent lives whether they realize they're in danger or not.

Surveillance Augmentation - able to see and watch, record and monitor city-wide activities. They keep a watch list of particular individuals as well as hot-spots in and outside the city's War Walls.

Crowd Control Administration - they have active and permanent permission to enable War Walls for confining those hot-spots, if need be, and have the ability to pull large numbers of civilians out of harm's way should the need arise.

Delinquency Elimination - their role on the street-level and at their core is to reduce crime of all kinds in Paragon and beyond, be it simple robbery on the street, or world-shattering summonings of invasion forces from beyond.

SACCADE's motto: When you're not looking, we're there to protect you.

The moment of the eye ceasing to see while it's moving, the between-the-visible stream of sight, that is a saccade. It's why you don't recognize the street light as it changed from red to green, it's why there is now someone standing next to you on the subway that you didn't see get on. You weren't seeing those moments, as your eye, in a split-second, turned its attention in another direction. No blur, no filling in the gap - those gaps in your vision are being watched by this group, at all times, unblinking. Where one eye moves, another is steady, they know where to look when no one's eyes are open.

SACCADE's location: is technically King's Row, south-west corner just between Industrial Avenue and King Garment Works.

They have a simple but official-looking warehouse and office, connected to Price's repair shop front there, serving as its public facing contact point. Also serving as the secret entrance to their real base of operations deep below the surface under those buildings. It does have connectivity with other locations and bases belonging to their Coalition - their connections to Vahh, Carramba, and a variety of other local-ish super groups allow their members to freely move between this underground base and those others. They also have an assortment of offworld links thanks to Vahh pulling strings for them, and those could lead virtually anywhere in the blink of an eye.

SACCADE's base of operations: is classified.

It is an extensive complex of housing, training facilities, personal enhancement production, experimentation, and health care, as well as the required stacks of records, research materials, portals to and from other locations both in Paragon City as well as the wider world or other places entirely. Each member has a portion of the base to decorate as they see fit, though at this point most of those locations are shared by multiple people, either with shared interests or requirements, or because they're waiting for promotion to a larger spot. SACCADE's leader: Randoph Price, also known heroically as 'The Price' founded the group shortly after the second Rikti Invasion, in 2007.

Because Primal Earth is a little wonky time wise, it doesn't appear that he or virtually any other member of this group has aged since their arrival to it. Time does march along, however, and he has participated in numerous world-spanning events from the mundane attempts at takeovers by Countess Crey and Lord Nemesis, to extradimensional or time-displaced invaders such as the Battalion, Rularu, or Mot. He does not expect anyone else to join him on these journeys, but always welcomes those who are willing to put themselves in harm's way, and began recruiting for the group very shortly after the time traveling members of Ouroboros contact him.

SACCADE's roster: Currently according to Paragon City's registry, SACCADE has a list of 47 'members' however several of those are aliases, so the correct quantity is around 45.

Though officially some of these people neither exist nor should be found on Paragon City's soil due to... legal reasons, they absolutely have a home here and are of the singleminded purpose of their team. Even if someone from another dimension has a dark history, doesn't mean they want that darkness to spread over innocents. SACCADE's allies: Coalition members are allowed access to the group base freely after having had extensive vetting.

The coalition members of this group occasionally get together at Wilson Carver's nightclub known as The Vent, as it affords them privacy and connectivity options that they would definitely not have in any other place even in Paragon City. Some of these places are distinctly not on Earth, or on the same Earth, or in the same era. There are other allies that occasionally pop in or share enhancements, item recipes, gear and goods, or just good stories with the members of SACCADE, however these specifically below are two-way links from base to base, rather than merely visitors.

SACCADE activities: are classified.

While most members of SACCADE have a modest security clearance via Paragon City's legal departments, some are of much higher rank, and as such have more specific duties geared toward the hidden and hushed-up actions required of the group. Lower ranking agents are generally sent to take care of everyday issues on the street or do investigation into local political unrest. Middle ranking proctors will do more aggressive work, while the stewards, handlers, and keepers are occasionally found offworld or in serious conditions which then require a lot more debriefing than the local work.
