Each city in the Isles has its share of an underworld - it's not the Void, no, it's the gritty side of every civilization. People form into groups, gangs, even armies that sometimes rise up against the official leaders of the area. Dunwall has had numerous prominent gangs - the Hatters, Dead Eels, and Bottle Street Gang being the ones who tend to remain in power in their areas the longest. Karnaca's Howler gang serves as a very strong political movement after Luca Abele rises to become Duke of Serkonos, but also can still be seen looting or murdering for coin. Not every member of a gang can be seen as 'evil', some of them join out of desperation or need for safety, others however rise through ranks using the brutal methods of most street thugs.
