The Isles of the Empire are served by commerce and trade, and for good or ill there are markets that supply folk with items that cannot possibly be considered 'legitimately sourced'. In other words, most of the shops in the Isles cater to either legitimate users, or the black market trade. While there are some that specifically deal only with one type of gear such as furnishings or safes, most have a variety of goods on their shelves or in back rooms hidden away from easy view.
